The zeitgeist is to find a way to get them housed in actual housing, not a shelter, then figure out the other stuff. It's true that many homeless people have substance abuse or mental health problems that would leave them unable to keep themselves stable on their own, but it turns out to be easier to deal with those when they have a safe place to stay and a little dignity than along with the stresses of living on the street or in a shelter.
