I probably should have been more clear that my comment wasn't a criticism of your title.

I just thought it was a weird angle for the article to take. The cost of the test doesn't matter so why say it's $2. The more attention-getting concept was that people in the justice department knew that there were a sizeable number of people getting convicted on unreliable evidence and not caring enough to correct it.

Moral of the story: Don't plead guilty to a drug charge if you don't actually take drugs and a lab test hasn't been conducted. (slightly tongue in cheek since that's a strange scenario played out too many times based on this article)
