Ultimately people should be free to do this sort of thing, and companies shouldn't be stopped from providing services like the lotto to the poor, so long as the poor willingly buy the tickets. However, this should not be in any way associated with the government, and the government should be teaching people to not buy lotto tickets, spend their lives away on hopeless dreams.
