Canada has a similar problem but without the lobbyists. The reason why Canada doesn't have effective lobbyists is because the Canadian PM whips every vote. If you don't vote his way then you can removed from the party. So even if you were a really effective lobbyist, unless it was going to pass anyways then you have zero influence on the vote.
