In China, they often don't get paid what they were promised. It's a very big problem actually. It really sucks to work construction in China. It's usually migrant labor, and they have few protections, legal or otherwise. I don't think it's so much the result of a good work ethic or industriousness, but because they can always find someone that needs the money and will do it.
The US construction schedule is wanting, but China is at the other extreme.
